They use readers such as OverDrive Media Console, Adobe Digital Editions, or Mobipocket Reader to control them (i.e. enforce the DRM). They work much like a regular library loan for a tangible book--you have 2 weeks (or whatever) to read the book, then it becomes in accessible. Furthermore, once you have your library card, you never have to leave home to 'pick up' the book you want.
